Consider opening Task Manager, selecting Startup, and turning off unused applications. At startup with 4GB RAM, around 60% usage seems typical. On my system with 8GB RAM, it's about 3.7%.

I've completed that already. I attempted a fresh setup but it still consumes 60%. Prior versions were higher—around 75%. The CPU usage is also near 60% when idle.
