I previously played on EternityRO and now I'm interested in returning. What's the top choice for a low-cost private server?

I really enjoy Ragnarok Online and still appreciate its impressive OST. For private servers, sadly most reputable ones have shut down already. Usually they were DeliveranceRO and LuminaRO; I think LuminaRO is getting back up again, so you might want to look into it. Unfortunately, Ragnarok Online remains Region Locked on Steam for some reason.
