You're planning to learn driving soon and need a good simulator to practice. The top choice would be one that offers realistic traffic, varied environments, and interactive lessons to build your skills safely.

TBH, just drive your parent's car (slowly) in a parking lot somewhere. That's how I learned initially. Then I did 3 hours of instructed training in a car (through a driving school). There's no game that really nails IRL driving in my opinion. I believe those 3 hours of instructed driving were mandatory (as are 50 hours of driving with a licensed driver, like a parent). That's how it works in California, anyway.

I stand in disagreement. Many instructors have praised my car control and confidence, yet I admit having limited real-world driving experience. My background includes racing simulations, which they credit for helping me understand vehicle capabilities. It’s not a direct comparison, but it definitely helps a lot.

Euro truck simulator 2 offers realistic driving experiences. With the right setup, reversing a trailer-equipped truck using wheel pedals and a gearbox lets you drive almost anything. It closely mimics real-world conditions and helps you learn the basics of operating a vehicle.

You'll need something with strong torque and maybe a virtual reality headset for the head movements

If he lives in Europe there is a better option. No you dont need that at all. ETS is perfectly playable with a controller..not ideal of course, and id reccomend he gets a wheel but he doesnt need it, you absolutly do not need VR. that is absurd. I've been playing ETS before the oculus kickstarter was even a thing, while I use track IR and it is a convenient and much cheaper alternative even that isnt needed.

Since you'll be traveling in a truck, it's wise to bring a wheel or similar item.

Absolutely, it's ideal. Any compromise in the driving experience will only shine through on a wheel. You don't need to mention that I own a wheel valued over two grand nearby—just because it's better doesn't make it essential.
