Turn off your VPN for smooth playback. As mentioned by others, unless you can perform a precise traffic analysis, it usually harms performance, particularly when using free shared services.

I can't remember the name of it, but there is (or was) a gaming VPN claiming to help reduce pings. Not free though.

PIA isn't completely free, yet I've maintained steady sub-50 ping in US East locations. PIA was configured for Florida and Eastern regions.
