Have you checked every video output option on both cards? Windows can be selective about outputs during new installations until all drivers are fully updated. I think you’ve probably installed the newest Nvidea drivers as well. CORRECTION: previous message.

I’d go for the B450 tomahawk Max. Don’t stress about pushing the 3600—you’ll hit a wall. They’re already near their limits, so don’t try to overclock them.
