I checked passmark and saw this PC scored impressively, even outperforming threadrippers with a 2080ti despite its older i7 and 1060. The CPU clock was reported at 11GHz. That seems unusual—was it an error or a successful overclock?

That's certainly a fudged rating. That's a Dell XPS 8700. You're not overclocking that.
