Windows 10 combines standard Home and Pro editions. Choose the Pro version and you're ready to go.

The issue seems more complex than initially thought. It appears the system doesn't permit file storage due to insufficient space on the C: drive, which is your boot SSD.

I believe you need to completely erase the storage, so I’d attempt to remove each partition one by one and then set up a fresh one. Before you start the creation, reduce the drive size to just under 1 kilobyte, as indicated by the storage display showing a blue indicator with arrows pointing down. This should ideally resolve your problem.

I won't be updating my computer; I'm making this USB for my dad's. I don't want to erase the boot SSD.

You need more storage, so consider removing unnecessary files. If you're unsure what to discard, using CCleaner might help—its cleanup can be quite effective.
