Additional details would be useful. However, this isn't the main problem. Reduced power wouldn't just make things work poorly—it could trigger an over current protection in the PSU and shut it down, or even cause a burning smell. If the PSU is low quality, it might lack proper over current protection, risking damage to components if it gets too hot. Still, a 430W unit should be okay. I personally use it up to 480 watts during games, so your usage probably won't exceed that. That said, you're very close to the limit, and I wouldn't have chosen such high power settings otherwise. Probably not the main cause here. I'd test other games to check the GPU load.

If there wasn't enough power, the PSU would shut down because of overpower protection, provided it has that feature. Most PSUs I've seen, even the lower quality ones, have at least OPP. However, if it doesn't, you'd need to replace the PSU, and then it would keep drawing the extra power until it failed.
