I maintain a consistent 4.0fps in RDR2 with all graphical settings at maximum ultra at 4K. When I lower water and reflection to medium, I reach around 50fps. Overclocking the CPU and GPU could add about 20 extra frames, but that seems unlikely. There are some good videos that might help clarify this.
