Not too long ago, most MoBo headers except for the CPU ones operated on 3 pin DC voltage. Today they are mainly 4 pin, but they don’t use PWM. These 4 pin headers usually manage both 4 pin PWM and 3 pin DC fans. There are some technical benefits to PWM, but I don’t think the extra cost is worth it. Particularly for fan control boards. For instance, the Phanteks PCB can handle a PWM signal and control up to 11 fans. The benefit here is the ability to use additional power, unlike DC voltage fans which are limited by the header rating.
