It's a joke, opening Task Manager next to your game causes it not to render, so your frames keep going because it's just loading the Task Manager.

In games, the GPU works harder, causing frame drops. You don't control the exact frame rate in games, but achieving 144 fps without interruptions might allow VSync to function properly.
