Before I begin, I checked various sources and found nothing unexpected about this piece. It seems the search tools used by EA or Ubisoft might be problematic. The developers of 343 Industries confirmed they won’t release it on PC anytime soon. They likely acknowledge the petition but prioritize other platforms. It's not unexpected at all since the goal is to promote Xbox One sales, which seems to be its main purpose.
