Hey, I'm setting up a very affordable gaming PC for 250 USD. Coming from where I am, it's tough to locate parts, and most of what I use are second-hand components. I'm considering these choices:
(1) i7-4790 + RX 590
vs
(2) Xeon E5-1620 v0 + GTX 1660 Ti
I'm not sure if the processors will cause a bottleneck, but I want to know more. What do you think?

When constructing budget-friendly setups, bottlenecking can often be overlooked. No quicker part will hinder your progress. The i7-4790 offers significantly better performance compared to the 1660Ti, which is only marginally faster than the RX590.

The CPU will only become a limitation if it fails to satisfy your performance needs for certain games. However, in isolation, "bottlenecks" lose significance.
But first, I concur, selecting the i7-4790 is ideal since it outperforms the Xeon.

The results from the userbenchmark site show that the i7-4790 scores 6% higher than the E5-1620, and the GTX 1660 Ti outperforms the RX 590 by 47%. Both options cost around 250USD. Would it be more advantageous to proceed with the combination of E5-1620 and GTX 1660 Ti?

CPU speed influences both the lowest and highest possible FPS. The GPU determines the maximum detail that can be shown at a given FPS. Setting resolution and detail too high causes the GPU to cap your FPS, while the CPU still controls the minimum. Userbenchmark has some limitations; it isn't perfect, especially when comparing across different hardware generations. I personally prefer the CPU advancements over GPU improvements, not to mention the impressive clock speeds of the 4790. I wouldn’t be evaluating 4th generation hardware right now. GPUs are also simpler to upgrade later, as replacing core components requires a full rebuild. Minimum viable build today is recommended, though it’s more costly, but it offers greater future flexibility.
