I believed CPUs slow down once a single core exceeds 90%. However, another person mentioned that the motherboard also plays a role in throttling.

The CPU cooler won’t make much difference for motherboard VRM temperatures, and it’s almost useless for power delivery unless it’s not direct or something like an Arctic liquid freezer.

Using HWinfo sensor mode will display entries referencing throttle causes. These are the ones you should check. This isn't correct—we're discussing Intel CPUs, which don't utilize turbo boost systems that adjust based on temperature.
