I've got a 11700k running at 5.3 and 5.0 with 1.43 vcore. The turbo response is odd—it climbs up to the all-core turbo setting but never goes beyond it, even during heavy single-core tasks like Cinebench. This suggests that while single-core is set to 5.3, I can't reach the higher turbo levels. Could be Current/EDP Limit Throttling is constantly active, even when idle. All turbo power and Core ICCMAX are maxed out, but the package TDP only drops to 35-40 during throttling. What could be causing this? Is it why I can't hit the highest single-core frequency? I'm new to hardware tuning and OC, so any advice would be greatly appreciated.

I don't have personal information about your hardware setup. Could you clarify which motherboard and cooler you're referring to?

I'm working with the MSI Z590 Pro and looking for the most affordable version. My setup includes a Noctua NH-D15 cooler, which performs well reaching 80°C during Cinebench tests even with all five-core 5GHz processors. I should note that the default XMP profile isn't stable and won't activate when turned on, so I'm using XMP 2 instead, which causes the reference clock to be higher than usual.

Occasionally, if Power Limit 4 isn't configured properly by the BIOS, EDP throttling may occur. The Intel XTU interface doesn't appear to provide access to this setting. Exit Intel XTU and attempt to run ThrottleStop. https://www.techpowerup.com/download/tec...ottlestop/ Click the TPL button and check the Miscellaneous settings. Your Asus board assigns Power Limit 4 a value of 0, which instructs the CPU to disregard this restriction. If that doesn't resolve the issue, try setting Power Limit 4 to its maximum, 1023. Review the FIVR window to confirm core and cache IccMax are both at their highest, 255.75. Once adjusted, open the Limit Reasons window and verify if EDP OTHER is highlighted in red. Close HWiNFO to avoid interference with Limit Reasons. Take many screenshots if you manage to identify the cause. It's normal for new boards to encounter such problems. Ensure you're using the latest BIOS, as this issue may already be resolved.

I followed the instructions from @unclewebb on my i7 9700f, and it resolved all the problems I faced. The CPU was constantly at full capacity, which was causing my computer to perform poorly. Once I made those changes, everything ran smoothly.

I've never experienced mt 10900k reaching 5.3 despite having 2, 3, or 4 cores with active turbo. It only hit 53 when using 5 cores with active turbo.

I experimented with this configuration today. Using Cinebench R20 single-thread, my 10850K ran at the 53 multiplier with up to four cores running. The busiest core consistently used the full multiplier around 98% of the time. If you have many background processes, increasing it would help. The main issue here is excessive EDP throttling, which prevents the CPU from reaching its rated speed.

Thanks to all who replied, especially UncleWebb! Updating my bios to the newest version (with what seems like a microcode fix) has everything working smoothly. Turbo is running at full speed and XMP profiles are stable. I was worried about damaging my motherboard since I’ve never owned a PC before, but this latest MSI BIOS solved all issues. Appreciate all the guidance!

I was being honest about the ongoing throttling issue, though it's slightly improved and only shows up under the "GPU" section in throttlestop. At this stage, I should note that I don't have a dedicated GPU in this build and have been using the iGPU instead. The throttle appears only when iGPU is active, like during background video playback. My turbo performance remains completely normal. I thought it would be better to share an update since the problem isn't fully resolved but just different.

The red boxes in the limit reasons section show that throttling is occurring. These are the key indicators.
