Regardless of settings, games like BF, AC, and Metro Exodus cause constant throttling—often dropping to 1GHz or less for a few seconds before returning. I checked the Windows Game Bar and saw similar behavior, with CPU dropping to low frequencies for about 10 seconds. You've disabled turbo and set minimum CPU states, but drivers and Windows are up to date.
