The typical download speed for Steam is 12mbps, but it has recently dropped to 1mbps. This only occurs with Steam, while other apps and Firefox still work at the usual speed. There seems to be something specific about Steam that’s causing the issue. Are there any steps you can try to troubleshoot this?

Have you attempted disabling the speed limiter? Even though it's configured at 10MB, it might still be beneficial to test.

It's odd. Occasionally it shows up, other times it disappears. Right now it's not present.
