The system won't allow a 10700. It's secured as a locked CPU. In the BIOS, you need to turn on extended boosting features and disable throttle boosting.

Despite the CPU being locked, you can increase the PL2 setting to boost sustained performance. That's what I did with my 9700. By default, Dell programmed it to reach up to 190 watts (PL1) for 28 seconds (TAU), then drop to 75 watts sustained (PL2). With my cooler, I managed to push it to 130 watts (PL2), which I only hit during benchmarking or launching Minecraft. The peak I achieved under normal use is around 110 watts, but only by manually raising it to 130 watts each time I start it up can it maintain that level. Only with the 130W "OC" does it hit its full potential of 4.5 GHz.
