Here’s the rewritten text:

“You need to upgrade your power supply to at least a 650W unit. Pairing a high-end graphics card like an R9 390 with a 450W PSU is not recommended, even if it's a higher-end unit. While this setup might work for 1080P gaming, it could be lacking for newer, more demanding AAA titles. A solid 650W PSU will provide the necessary headroom and stability for your components.”

This is a system for sale your looking at?
If so then yes I'd continue looking as the CPU and PSU is lacking for that system.
What is your budget? Have you considered building a system? It's not very difficult and is really rewarding to do so. There are plenty of guides out there.

yes this system is for sale on facebook marketplace. I considered building but I had to decrease my budget because my job might get canceled cuz of corona. So now My budget is like max 650 and I am worried I would not get a good pc at that price.

okay tysm! I can wait until July to get parts. would that be more beneficial ? I will be near a Microcenter then too.
Also Would this be able to run games like cod? and maybe stream in the future? I know it is a shot in the dark but I figured I would ask

Here’s a rewritten version of the text, focusing on clarity and flow:

I need to assemble a graduation gift for a friend’s child in early June. I’m looking for a gaming PC build capable of running games at 1080p with a 60Hz refresh rate, likely around medium settings. Ideally, this would include a Ryzen 5 CPU like the 1600 AF with its 12 threads for streaming. Given Microcenter's proximity and their competitive pricing – including $30 off when pairing a CPU/motherboard – I’d also explore their deals. Newegg and Amazon are other potential sources, and I’m open to price matching. The system should be capable of handling COD type games.
