PCIe 3.0 x8 impacts mainly the 2080Ti, which handles a bit more than the maximum bandwidth. The 1070 won’t even approach the x8 constraints and is unlikely to notice it at all.

If you're aiming for 144Hz at 1080p, the CPU might become a bigger limiting factor since higher FPS in that resolution reveals more CPU constraints. Ultimately, if you can upgrade to a CPU with at least a Ryzen 5 2600 or 3600, consider doing so—check platforms like Craigslist or eBay. Otherwise, don't stress about it right now.

FPS remains fairly consistent. I noticed significant drops on the 1060 with 3GB but not this model.

If you enjoy the game, then upgrade your GTX 1070. Eventually, you might switch to a different CPU or a newer GPU model. For now, if it seems fine, don’t bother fixing it unless you really want to.
