I examined the whole ad carefully, but nothing is mentioned. It might be either, though only those who assembled the box would know for certain. Most machines today don’t come with a CD-ROM, so I suspect it was USB.

In the end, the actual media included is less important; what matters most is the key and your permission to use the software. With that key, you can always obtain an ISO directly from Microsoft and create your own USB drive.

The box looks similar to copies of windows on USB I've seen, but there isn't really any way to know for sure without somehow contacting the seller.

It looks like you're asking about a purchase at the lowest price or outlet. Could you clarify what you mean by "a dvd"? Are you referring to a digital download or something else?

Reviewed the Newegg link from PCPP and found suggestions about it being a CD. Others mentioned uncertainty since some PCPP links might differ. Checked the Outlet PC site, which states it's a DVD. Updated on November 29, 2017 by Ryan_Vickers.

I believe all DVDs come without OEM keys included with USB drives (at least what I understand)
