You might receive the Special edition if you purchase the Skyrim Legendary Edition. It wasn't exclusive to previous players but is now available for new buyers as well.
I think this was meant for players who owned Skyrim and its expansions prior to the SE launch. I’m unsure if the SE includes all the DLC, doubtful at best, which is odd since accessing those expansions usually requires revisiting older versions of Skyrim. EDIT: That comment didn’t add much value—yay!
