Checking if I3 4130 750Ti with 12GB RAM runs Still Witcher 3 at 30fps in 1080p is normal. This might be a misunderstanding.

It seems your CPU might be the issue. I previously achieved around 45 FPS at 1080p with low to medium settings using a 750Ti and 4670K.

I successfully tested it on my 560 at around 40 frames per second with low-medium options. At 1680x1050 resolution, everything seems fine.
