What issues: errors messages, pop-up windows, PC crashing/freezing are stopping/preventing play?
Windows 10? Reliability History and Event Viewer may provide some insight as to what is happening. Look for error codes and warnings that correspond with the time(s) that play is blocked or interrupted.
And it would be helpful to know what games are being played; both on and not on the PC.
Are you on the same network?
Whose router are you using to port forward? Who has full admin rights to that router?

Nothing crashes, no specific errors, just stuff like 'could not connect to host' kinda thing.
We've run into this issue on Call of Duty WW2, Call of Duty MW (2019), Dying Light, Grand Theft Auto V, and had minor issues with Warhammer Vermintide and Deep Rock Galactic. We also can't seem to play Smash Bros. together on the Switch.
We're both on Windows 10, though this issue has persisted since I was on 7. We're both using Spectrum internet but not the same network, he's at his own house, I'm at mine.
I use a personal router as like an extension to my main router, so this router is plugged into the main router for internet access, and then my PC and other devices are plugged into my router. I've port forwarded on both of them.

Most likely should only be the main router with your personal router's DHCP function disabled making the personal router basically a switch.

Connectivity should be something like shown in the following line diagram:

On your gaming computer can you run and post the results of "ipconfig /all" (without quotes) via the command prompt.
Also run "tracert 8.8.8.8" via the command prompt. That is test that will show the network connections being made to Google's website.
May reveal a network misconfiguration within your network.
I'm going to configure my router as a 'switch' according to a tutorial on how to do just that on my router's installed firmware. Once I've done that, I'll attempt the tracert test and tell you my results.
