Whenever I play a game like CS2, the CPU begins producing an unusual buzzing sound. Keeping the FPS cap at 100 eliminates it, but raising the maximum FPS to 500 causes the noise to return.

It seems like the hum or whine coming from the GPU might be related to its cooling system. You could capture the noise and share it for verification.

I've experienced noisy CPUs, especially with the VRM fans. In the worst scenario, both the power supply and VRM sounded like they were struggling.

GPU coil whine is typical noise. Reduce the frame rate to match your monitor's refresh rate (or about 60Hz if using VRR) to lessen the effect.

Surprised you can hear a 7800x3D with it being smothered by a CPU cooler. Jokes aside, that's coil whine and likely from the GPU, not the CPU. It tends to happen at high wattage and framerates and there's really no way of stopping it, just mitigating how much you hear it. Sometimes turning your PC a degree in another direction can dramatically reduce its report while you're playing.
