You ever check core utilization, because it doesn't sound like it... 80% is already damn high btw. It means some cores are likely maxed out or very close --> which is called CPU limitation (aka bottleneck) It's a old,slow Ryzen,it's gonna be a problem in many modern games, not just cyberpunk.

It's running on fumes... It's kinda hard to understand but that's just how CPUs work (and games) trust me the little guy tries... Here's a good example of "Low CPU usage - not bottlenecked!" *actually bottlenecked... "75%.... then why in the world isn't my GPU at 100%...!!!" "And only 600fps!!!...” Because that's not how it works, the little guy is trying... CPU limitation *and* probably engine limitation on top of that... Tldr: a CPU can get "maxed" out at any % but usually it's something between 70 and 100... and also just *one* core maxed can mean the entire thing is now the limitation ("bottleneck")

They tend to use only a few cores at a time, as demonstrated by @Mark Kaine. I haven't seen any game push my 7950X3D past around 30% CPU usage, even when background tasks are running or the browser is open.

They offer 2600 units instead of 7800x3D, and even with an RTX 3060 it might struggle to handle 2600 PSUs in certain cases.

It doesn't affect anything; whether the PSU supplies 12V or not, it can't change the speed of current. It might deliver incorrect current, causing the PC to crash. If too much power is drawn, the system will shut down.

The PSU provides regular voltage but eventually fails, causing connected parts to lose power abruptly since they must cut back on usage due to insufficient supply.
