This PC setup a few months ago experiences blackouts and artifacts during idle periods?
OS: I just moved from Windows 10 to Windows 11 (clean install)
Case: Lian Li LANCOOL II Mesh C Performance
Motherboard: ASUS PRIME Z690-P WIFI D4
Power Supply: Seasonic 850W FOCUS GX-850 Gold
RAM: 2x16GB Corsair Vengeance LPX DDR4 3200mhz
GPU: Asus RTX 3060 DUAL OC V2 LHR
CPU: Intel Core i7-14700KF
Cooler: Noctua NH-U12S
OS SSD: Samsung 500GB 870 EVO
SSD 2: Samsung 1TB 870 EVO
Monitor: Acer Nitro VG240YM 23,8
I’m facing some grey lines, box-like artifacts, and monitor blackouts without any clear pattern. It’s unusual since the issue doesn’t show up during stress tests (gaming, heavy benchmarking). Mostly after the system starts, I notice it goes black and I can’t locate input. I had to reconnect the DP cable again to get it working.
Recently, I received a message while booting that said “the PCIe X16 link speed has been modified to gen3.” Changing back to gen4 from BIOS didn’t help, and the computer still boots fine.
I’ve tried several fixes: underclocking, wiping drivers with DDU, installing an older version (561.09), updating the monitor drivers, and even performing a clean Windows install. The only solution that worked was restarting the monitor, which has helped a few times.

Can reducing the refresh rate on your monitor and adjusting Nvidia's Control Panel ease the problem?
Version 3403. PSU matches the other components, purchased in September 2024. I haven’t adjusted the refresh rate yet; I’ll share the findings soon.
The problem appears resolved,
at least for now. I changed to a fresh HDMI cable last month, and everything looks good.
