I'm curious about how many fans this board can support. It has two headers, but I'm planning to add a fan hub. Will that allow for four fans inside the case?

A motherboard header generally supports around one amp. Adding two to three fans per header is usually fine, though the exact choice depends on the fans selected. With four fans, you’ll be completely okay even without a fan hub—just a few Y-splitters will do the job!

The Arctic fans register 0.2A on the product page, and it seems unlikely the cooler master fan exceeds 0.4A. In short, you should be able to power all four fans from one header.

I checked the fan splitter and the review mentioned "USE IDENTICAL FANS!" Meaning I probably can't use the cool master fan.

Both 3- or 4-pin fans are acceptable options. You can definitely pair two different 4-pin fans using a splitter. If the fan included with your case is PWM (4-pin), it should work fine with any other splitter without problems. The reviewer’s requirement for identical fans seems unclear.
