This happens because background programs consume memory even when the laptop is idle. The PC still uses more RAM due to these processes running in the background.

The only thing of note here in this laptop is that the disk is pinned at 100% useage. Something tells me it has a hdd in it.

Task Manager lists "HDD" immediately below the usage value Mine reports as SSD, suggesting a performance concern rather than an issue with RAM.

I wouldn't be concerned since it's been mentioned several times. With Windows 10 and particularly 11, having enough RAM isn't crucial. In fact, if you have it, the system will make use of it efficiently, such as through caching. It's essentially a waste of effort.
