For a few, I haven't encountered any problems even when unlocked. It feels similar to the No Mans Sky situation regarding performance.

i struggle a lot with stuttering, especially in places like surfer's paradise or during races, which makes me have to run at 30 frames per second.

Running on 3440x1440 resolution with a 980Ti, 16GB RAM, and 6700MHz, capped at 60% usage. MSAA disabled, shadows set to medium, and afterburner indicates ~9GB RAM in use, just under 6GB VRAM and CPU at full load after a session.

It seems you're pointing out a few issues. While it can be enjoyable, Forza Horizon 3 isn't performing well on PC right now, making it unsuitable for comparing your system's speed.

Maybe your memory issue is the cause. I've upgraded to an 8GB version to check. Your chip has 4GB of RAM or VRAM, but you're using 1080p—maybe it's not the right setting.
