For a few, I haven't encountered any problems even when unlocked. It feels similar to the No Mans Sky situation regarding performance.

i struggle a lot with stuttering, especially in places like surfer's paradise or during races, which makes me have to run at 30 frames per second.

It seems you're pointing out a few issues. While it can be enjoyable, Forza Horizon 3 isn't performing well on PC right now, making it unsuitable for comparing your system's speed.

Maybe your memory issue is the cause. I've upgraded to an 8GB version to check. Your chip has 4GB of RAM or VRAM, but you're using 1080p—maybe it's not the right setting.
