If you possess the coin, it will work at 64GB. I’d suggest 32GB would suffice.

CPU performs well, but I’d have liked to upgrade to a 3950x instead of the 3900x. The 2080TI is about as good as it gets unless you’re willing to spend more.

Sure, that's right. Looking at the current options, a Titan RTX offers the best performance for gaming among GPUs you can afford. While a powerful CPU like an Intel i7-3950x would be impressive, it doesn't seem necessary compared to the 3950x and 2080 Ti combo.
