The real ELO ranking system stayed the same. No one advanced or regressed in points. The only adjustment was made by Valve to align the shown rank with your actual ELO level, not the public display. The same players are still paired, as matching relies on hidden ELO values rather than visible ranks. The only variation is in e-peen numbers.

They're mixing up different systems. The rank symbol doesn't mean anything—it's just part of the Elo ranking. When you win, your Elo number changes, and if it moves you into a lower group, that's how it works.
