I experimented with the Steam website to check if they might offer a web version based on their site. I tried a few free-to-play games, clicked "Play Game," and confirmed Steam was already installed, which updated everything and made it work.

It's odd. Re-downloading Steam from the official site is necessary. Ensure you're using the latest OS version (11.3) and attempt once more. I recently reinstalled Steam on a brand-new macOS installation, and everything seems to function properly now.
