I got a new GPU 280 and still see only 6 FPS??! I used to get 40-20 at high settings on my old 750 Ti CPU with 4130 OC and 4 GHz.

Arma 3 isn't very optimized. Consider letting that AMD program adjust your video settings for better performance. Also, as @FlighterLuid mentioned, that might help.

I also played Warframe and reached a maximum of 100 FPS, with an average around 70.

Consider other demanding CPU games such as Crysis 3 or Battlefield 4. Experiment with various resolutions and graphics settings; sometimes ArmA III can maintain consistent FPS regardless of the setting.
