Essentially every IPv4 address on the global network has already been assigned to ISPs and data centers. This means an ISP might run out of unused addresses for customers. If spare addresses are automatically given to new devices without freeing up the old ones, it could cause issues. That’s why they often tie them to the first device connected and need a reset call.
