This board identification is possible. Your brother-in-law received a PC and is seeking assistance with connecting a monitor, likely a J&W JW-IP35 model.

It seems the board's model number matches your understanding. There doesn’t appear to be much available information online, but what you’ve discovered suggests it lacks built-in graphics. He’ll need a separate GPU—even an older one can serve as a display adapter. Fortunately, the device isn’t too outdated and supports PCIE, making a contemporary GPU compatible. Just keep in mind power considerations; I wouldn’t rely heavily on the PSU.

i considered it but believe it supports display port, while many intel chipsets come with built-in graphics.

Examining what looks like an iP35 chipset board points to the Q6600 Era chips. They weren’t present and were outdated. A separate card would be necessary to achieve video output since these devices lacked integrated graphics on the chips.
