I found this old HP Compaq 6200 a while back. It had an Intel core i5 with built-in graphics and 4 GB of DDR3 RAM. I’m curious if it could handle games like Minecraft and CS GO at 30 frames per second or higher. I don’t want to use up my hard drive space or waste time on something that won’t work, so here’s why I’m asking.

That's incorrect, CS:GO wouldn't even function smoothly at 60 frames per second consistently on that setup. It's CPU-heavy, and your results show similar issues on another older machine.
I achieved 43 frames per second using my older Pentium integrated graphics with Intel HD 2000 at the standard 1080p configuration.
