It is concealed by default, including since XP. Here’s how to turn it back on. Be aware you’ll have to restart once completed. 1. Open Run or Start Menu, type regedit and press Enter. This launches the Registry Editor. 2. Navigate through the following paths one by path: HKEY_CLASSES_ROOT\Directory\shell\cmd HKEY_CLASSES_ROOT\Drive\shell\cmd 3. In the right panel, you’ll see a String value labeled Extended. Remove it and the feature will remain active across folders and drives in menus. Note: To add this setting to the desktop context menu, repeat the process at HKEY_CLASSES_ROOT\Directory\Background\shell\cmd. Now the “Open Command Window Here” option will appear automatically, eliminating the need to press SHIFT key.

The string doesn't contain a "cmd" folder. I checked online and confirmed it's not present. The option isn't available even when you right-click, and the feature doesn't exist at all when trying to open the file.
