New motherboard with 32GB RAM and 2TB SSD, but it won’t boot now. I can enter BIOS but not access the Windows SSD that worked before I changed the hardware. From my old motherboard, I placed a 500GB SSD in slot M.2_2 and a new 2TB SSD in slot M.2_1. After installing the new RAM on the new board, all four slots were filled. When I try BIOS it works fine, but launching into Windows causes an error: File: \windows\system32\winload.efi Error code: 0x0000221 The digital signature couldn’t be verified. Error code: 0x0000428

It seems the system probably saved information on a Windows device, which is causing the boot failure.

If connecting those disks isn't solving the problem, consider using a boot repair USB or simply reinstalling Windows.

All my drives were connected. I’m attempting to boot via USB to access the recovery mode, and the command prompt shows a Mac that was used to generate a bootable drive using USBZile and CMOS. I’m unable to proceed as if the process continues smoothly.

You weren't aware of CMOS. Were you suggesting creating a Windows Live USB, or is there another reason? The stick might be damaged; consider re-etching it.
