In these particular videos they are positioned on top of the character's head, but in other games I typically see them near the character's body when moving quickly.

These elements are positioned above the character’s head in these videos, but in other games they tend to appear near the character’s body when you move quickly. Where did you find the game installer? Which titles are being discussed besides Mafia? I own a 3060ti with an i7-7700K CPU, 64GB RAM, a 2560X2040 240Hz monitor, and all settings are set to high for this particular game. When sharing troubleshooting threads, it’s standard to provide your full system specifications. Please list them clearly as follows:

CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Include the age of the PSU along with its make and model. Also, the BIOS version for your motherboard at this time.

If you’re using a Windows OS, you can use DDU to remove all GPU drivers from your system, then reinstall them manually using the latest driver from Nvidia’s support site. Open the installer, right-click it, and select Run as Administrator.
