My computer experiences stuttering, lag, and occasional glitches. The typing sounds like letters are delaying or disappearing while I'm writing, and while gaming the FPS stays high but the monitor freezes at around 15FPS. You notice some vertical noise lines appearing intermittently, less frequent than the stutters but still present. My Radeon ReLive captures rapid window switches that don’t match what I see on screen, which helps explain part of the problem. Alt-Tabbing twice sometimes resolves it, though it doesn’t always work.

I’ve had similar problems before with my previous GPU (Sapphire Pulse RX570 8GB), but more severe—windows flicker when dragged and the mouse cursor stutters. I’ve dismissed power supply issues and overheating because the problem occurs even when idle on the desktop with no background apps. It only affects my main monitor, while the second one works fine.

A forum post mentioned IRQ conflicts as a possible cause, especially with my GPU and PCIe port. I have some IRQ issues but don’t know how to fix them without deep registry tweaks. I’m worried this might be the main culprit, though I’m not sure.

Details about your specs:
- CPU: AMD Ryzen 5 3600
- GPU: AMD Powercolor Hellhound RX 6600 8GB
- RAM: 32GB
- Motherboard: Patriot Viper (2x8GB at 3000MHz, 2x8GB at 3200MHz)
- PSU: SilentiumPC Vero L3 500W MOBO
- Monitors: LG 24GN600-B 144Hz FHD (main), LG 24MP59G-P 75Hz FHD (secondary)

IRQ issues are now resolved. We can still assign IRQ to serial ports, while the rest of the system handles things automatically. If one monitor works, I’d suspect the GPU, monitor, or cable is the cause. Try swapping the DP cables—if it fixes it, the cable is likely the problem. Next, swap the GPU’s DP ports; if that resolves the issue, the port itself is faulty. If the monitor remains functional, it points to a monitor fault.

I changed the cables between the two monitors and the problem stopped temporarily, but now I'm experiencing artifacting and stuttering again on my main monitor. It's unclear what might be causing this. The monitor didn't have these issues before with the previous GPU, so it doesn't seem to be the monitor. It could be the GPU, though the problem started recently.

Adjust the display settings on your Windows machine and card configurations. This should affect both screens if the issue relates to the graphics card.

The issue paused temporarily, and I haven’t noticed any problems for a while. However, my secondary screen is now going dark for 2–3 seconds each minute or so. I don’t understand the cause; it’s a little improved over the previous stuttering, but it’s not fully resolved.

HDR continues to cause similar issues. Consider disabling it on the monitor that remains black. Ensure it’s activated solely in fullscreen mode if available on the other screen.

I possess a video showing stutters and artifacts on the monitor, mostly on the secondary screen you're recording, but occasionally on the main one as well. After restarting the AMD ReLive recorder, the problem often disappears for a while. 328898106_5846864055429772_4794708537981826953_n.mp4
