The lowest video specs needed are HD 5000. If possible, opt for an RX 460—it’ll boost performance above the minimum.

"Run" it, yes, of course. PC games don't typically hard-lock you out unless there's a technical reason why it absolutely cannot run. In this case though, I'm guessing it would achieve an unstable ~30 FPS at low settings and 720p which I think is roughly in line with don_svetlio's claim, and probably way, way worse than that in raids or PvP. It's probably enough for crafting, socializing, and questing if you have low expectations.

It shouldn't be too bad. I used HD3000 a while back and even with that GPU it was manageable to hit around 30fps in some settings, though lower in others. It worked okay in background games, but I stopped playing after the latest update... maybe things have changed.
