So when I entered Windows/Linux install on any HP computer, after the install was complete or canceled, instead of shutting down the PC boots into the setup again, is that normal for HP PCs or is it just a coincidence that it happened on all PCs I tested?

On every PC, if you don’t delete your installation media or adjust the boot sequence, this is what occurs.
