We upgraded the friend's PC, which previously had a 6500xt and a 2600x. We began by updating the BIOS to f32, then used the EC firmware update tool, followed by f40 and finally f65. After all these changes, we were eager to try CS2 since it’s the main game for him. However, we encountered poor performance at 1080p, consistently around 120-150 FPS, with a GPU usage of 50% and maximum power consumption at 55 watts. This was tested using AMD Adrenaline, with FPS measured via in-game capture, AMD Adrenaline, and Afterburner, without Vsync or limiters, using the latest drivers. Raising the settings to high didn’t significantly improve things—usage stayed between 62-63% and power remained unchanged at 55 watts. We also tested with League of Legends; initially we achieved about 400 FPS, but it dropped to 240-260 FPS at medium settings, maintaining 50% usage and 55 watts. We checked the Steam files, cleared the shader cache, and tried various fixes online, but nothing resolved the issue. Finally, we performed a GPU stress test on AMD Adrenaline, which showed stable power draw of 150-170 watts for over two minutes, leading us to rule out the PSU as the problem.

Performance in games was consistently poor at 50% usage and 50-55 watts. Any assistance would be greatly appreciated!

Playing CS2 at about half GPU usage is typical, it's a CPU and IO issue. Low FPS in LOL is normal too; try a lighter game to let the GPU relax. My friend once achieved 60 fps for 20 seconds every minute with 7700xt because the workload was light. I suggested he run another game while playing LOL, which resolved the problem.
