What is the top affordable alternative to the Noctua NHD14 or NHD15 for AM4 (AMD Ryzen) systems, especially considering availability now? I found that the Scythe Ninja 4 seems promising, though some reviews suggest it doesn’t match the Noctua NHD15 in high-temperature conditions and isn’t yet compatible with AM4 (mounting kits expected soon). Would you like me to recommend?

Look at the redesigned noctua s versions.
NH-U12s, NH-U14s, NH-D15s.
They have been redesigned for more clearance for graphics cards installed in the first pcie x16 slot, and for clearance from tall heat spreaders.
The NH-U12s is a very effective cooler and is a bit cheaper.
Or, look at the even less expensive scythe kotetsu.

I know noctua can mount on ryzen motherboards, not sure about kotetsu.

It depends on your motherboard somewhat. For boards like the AM3/AM4 such as the ASUS ROG CROSSHAIR VI Hero (Ryzen), you can simply use the AM3 mount. If not, I'd check out Cryorigs lineup, which offers upgrade/adapter kits. The R1 Ultimate would make a good comparison to the Noctua NHD15.

Check out the updated versions of the noctua models.
NH-U12s, NH-U14s, and NH-D15s have been redesigned to provide better space for graphics cards in the first PCIe X16 slot and for clearance around tall heat spreaders.
The NH-U12s is a highly effective cooler and offers a more affordable option.
Alternatively, consider the even more budget-friendly scythe kotetsu.
For more details, see this review: http://www.silentpcreview.com/Scythe_Kotetsu
I’m not certain if noctua supports these models on Ryzen boards.
