I own a Corsair Gold 1000W power supply 4070 TI ASUS ROG
12900k i9 processor
G.SKILL Ripjaws V Series (Intel XMP) DDR4 RAM 32GB (2x16GB) 3600MT/s CL16-19-19-39 1.35V Desktop Memory UDIMM - Black (F4-3600C16D-32GVKC)
Using a Mag z690 tomahawk motherboard
and playing games on a WD black M.2 1TB drive
I have a Noctua dh-15 cooler for the CPU and it seldom exceeds 80°C, most games run fine
80°C is considered the maximum safe temperature
When I play more demanding titles, I occasionally notice a brief stutter lasting between 0.3 to 2 seconds
During these moments I lose control of my mouse and keyboard
I’m wondering if anyone has suggestions to fix this problem. Running games at full speed is already a challenge, so we can skip that option.

How much space is used on the OS drive and the game? Try configuring the game to use only the performance cores on your 12900k. Occasionally, if the Windows scheduler picks an e-core for the game you're playing, switching from a p-core can lead to reduced performance or stuttering. Are the VRMs on your motherboard overheating? It's unlikely you're focusing on them, but checking could help identify another possible issue.

No issue! I understand that coretemp only displays CPU temperatures up to what I know. If your motherboard has temperature sensors for the VRMs, you could view them using a program like HWiNFO. I'll include the link here.
