The broken plastic piece on the power supply fan pin is a concern. Can I use Bostick Rapid glue to secure it during operation?

It shouldn't be an issue to stay inactive.
But operating within a PSU poses serious risks and should be avoided.

How old is that thing?!
It looks like corrosion on the solder joints on the components around that fan connector...
(Having the fan connector glued down shouldn't be an issue)

I used the flash to capture a photo, but now I have uploaded some new pictures without it.
The PC is used and has issues like a black screen at times and problems with HD resolution, so I'm trying to figure out what's happening.

For a fan it doesn't matter as much as selecting one of the connectors that actually carry power.
Most glue becomes non-conductive once it dries, so you usually don't need to worry about short circuits.
It's difficult to predict exactly what will bond well with various plastic types.
Certain plastics can only be joined using solvent-based adhesives, which essentially melt the materials together.
I assume you've only been handling the power supply when it's been unplugged for some time to allow the capacitors to discharge.
I still think the manufacturer likely kept costs low and didn't include a way to drain the capacitors.
I usually prefer hot melt glue for items where a strong bond isn't necessary, especially if it might be under stress.
The benefit of hot melt glue is its ease of removal when needed.
I'm not sure about computer problems, but I doubt a fan connected to the power supply would cause that.

However... if you encounter problems possibly linked to the PSU, it’s best to give up trying to fix it.
A PSU should never be adjusted. A faulty one could cause more damage than failure to function.
It might harm any components it’s connected to.
Check the PC with a reliable PSU that has enough capacity.

The images indicate a subpar power supply unit. I haven't observed the transformer inside the enclosure frequently. The models I've encountered were poor quality. Could you provide the brand and model of the PSU?

The device wasn't mine, thank you for the input. Should I consider swapping it out? I'm thinking about restoring the PC without spending much, since otherwise I'd need to purchase a new one.

Absolutely, it should be swapped out entirely. This unit is a poorly regulated PSU lacking essential safeguards. Its 22A/264W at 12V performance is far below the capabilities of a 500W power supply.

My PC specifications are i5 7400, 8x2 DDR4 RAM, GTX 1650 4GB TUF, SSD crucial 500GB.
The website lists 392 watts (Newegg).
Could this power supply handle the system even with its issues?
I need a recommendation for a replacement, preferably with lower wattage, since I don’t require a GPU connector and want to avoid spending too much.
In the past, the system would start but display a black screen with cursor; I’m not sure if that’s due to the PSU.
