I have an .mkv file containing AAC audio and MPEG video. I need to remove a scene roughly ten seconds long. Is there a free tool available that doesn’t require the internet, avoids watermarks, maintains quality, and functions similarly to Virtual Dub?

Avidemux works well, but achieving your request requires trimming key frames, which may not align with the 10 second section you aim to remove. If the cuts aren’t based on key frames, you’ll need to re-encode that segment (cut around the closest key frames and focus only on that part), though this will always result in some quality loss.
