to achieve perfect frame times and have a smoother game, just like on my switch. I can see my PC running at a higher refresh rate, but it doesn't feel as natural or smooth as it does on my switch.

No such thing. You can get really low frame times but perfect frame times just ain't happening.
The higher your fps, with a low frame time, the smoother your game will be.
There's multiple aspects of achieving a lower frame time. Even the cables you have your PC hooked up with go into it. Your internet goes into it(if you are playing a game online). Your hardware. How optimized your PC is. Individual graphic settings. The list goes on.
If this is smoother than the Switch, I don't see your issue. Leave the game capped at 100-120(or whatever your hardware allows) using MSI AB + RT with freesync on, vsync off and call it a day. And remember that some games are going to have wacky frame times and frame rates due to the optimization of the game itself. GTA 5 is a perfect example of this. While I can achieve excellent frame times in this game, the frame rate will fluctuate a good 10-25 fps depending on the area you are in inside the game. And when I play online, the fps will drop even more at random times. I just accept it as certain crowded lobbies with certain people having slow internet because if I'm playing in the story mode, the fps stays as smooth as can be.
