For older titles (DX9), Gedosato can be very effective, particularly with that graphics card. I’ve managed to play Mass Effect 1/2 at 5.2 k and downsample using an R9 290. You need to adjust the display settings on your native monitor. Make sure the mouse is enabled, then go to mouse settings and set the first two options to true. Run the game in fullscreen mode and pick a different custom downsample setting. These steps should help you get it working.
In gedosato's settings, you can access it like a notepad file. There are many additional options available there too.
